Background of the Study
Whistleblowing has emerged as a critical tool for combating tax evasion worldwide. In Nigeria, the Federal Inland Revenue Service (FIRS) introduced the whistleblower policy to encourage individuals to report cases of tax evasion and other financial crimes. The policy offers monetary rewards and protection to whistleblowers, aiming to enhance compliance and deter evasion (Akinyemi & Olatunji, 2023).

The policy has yielded notable successes, including the recovery of significant revenue from evaded taxes. However, challenges such as fear of retaliation, lack of awareness, and concerns about confidentiality have hindered its full potential. This study explores the effectiveness of the FIRS whistleblower policy in combating tax evasion and its implications for Nigeria’s revenue generation efforts (Eze & Amaka, 2024).

Statement of the Problem
Tax evasion remains a persistent challenge in Nigeria, depriving the government of substantial revenue needed for development. Although the FIRS whistleblower policy was introduced to address this issue, its effectiveness has been limited by factors such as low public trust and inadequate enforcement mechanisms. Understanding the role and impact of whistleblowing in combating tax evasion is crucial for enhancing policy outcomes (Obi & Nwosu, 2023).

Objectives of the Study

  1. To assess the effectiveness of the FIRS whistleblower policy in combating tax evasion.
  2. To identify challenges affecting the implementation of the whistleblower policy.
  3. To propose strategies for improving the effectiveness of the whistleblower policy in combating tax evasion.

Research Questions

  1. How effective is the FIRS whistleblower policy in combating tax evasion?
  2. What challenges hinder the implementation of the whistleblower policy?
  3. What strategies can enhance the effectiveness of the whistleblower policy?

Research Hypotheses

  1. The FIRS whistleblower policy significantly reduces tax evasion in Nigeria.
  2. Implementation challenges negatively affect the effectiveness of the whistleblower policy.
  3. Improved strategies significantly enhance the outcomes of the whistleblower policy.

Scope and Limitations of the Study
The study focuses on the FIRS whistleblower policy and its impact on combating tax evasion in Nigeria between 2023 and 2025. Limitations include access to confidential policy data and potential biases in whistleblower reports.
